Legislative Research Analyst - Certificate of Achievement - LRA COA

NARRATIVE: Describe the development of the proposed program, addressing the criteria listed. 

Criteria A.    Appropriateness to Mission (20 points)

1.    Program goals and objectives (Measurable objectives) - The goal and objective of this program is to provide the necessary classes and skills for students who wish to become a Legislagtive Research Analyst - Environmental Law Studies

2.    Program description - The program is called - Legislative Research Analyst with emphasis on Environmenal Law Studies (LRA). This is an entire new area of law, that of "green curriculum".  As Green Technology grows in popularity and usefullness, more and more jobs will be created. One of those jobs if a Legislative Research Analyst (LRA). The LRA finds work primarily in research, analysis, and enforcement activities in state, federal, and local governments in the areas of "green technology" and environmental law. Others work for nonprofit organizations such as The Nature Conservancy, Audubon Society, and Sierra Club. Some work as consultants to private firms, and some graduates become teachers in primary schools, secondary schools and universities  The program consists of six classes (6) - First the student starts with Law 10 - Introduction to Law. The syllabus will be contextualized with readings and assignments in environmental law issue. The second class is a current law class - Law 17 - Legal Writing. In this class environmental law studies students will learn to prepare documents, memoranda, demand letters, and legislative analysis of current bills, regulations, and statutes in the subject area of environmental law. The third class is a current class, Law 34 - Legal Research. This class will assist the environmental studies student to learn the valuable skills of legal research to validate their legislative analysis work.  The fourth class, will be developed under the Patient Rights Advocate set of classes, it is Administrative & Statutory Law   To be an effective LRA, one needs to know the current laws, including administrative law, and statutes as they relate to the environment and "green technology", along with the ability to analyze new "green" legislation and how it affects the environment. This class will have contextualixed readings and assignments related to environmental law issues. The fifth class is a new class, Environmental Law, and this class will cover the history and development of law, cases, statutes, and bills under environmental law and "green technology". The sixth class will be developed under the Patient Right Advocate classes, Alternative Dispute Resolution (ADR). Many of the current environmental issues require litigation, however, many times instead of a full blown trial, parties will enter into Alternative Dispute Resolution and will abitrate, mediate, and negotiate to resolve their issues. health care practices and procedures require heatlh care beneficiaries to arbitrate, mediate, and negotiate to obtain services first before filing costly and timely litigation. The LRA needs to be familiar with ADR to be an effective legislative analyst. 

3.    Program requirements - a total of 6 classes - 3 units each - total of 18 units - and a Certificate of Acheivement as a Legislative Research Analyst - with emphasis in Envronmental Law.

4.    Background and rational - Our enviroment has become more and more toxic, and scientists point to dire consequencces and global warming if we do not effectively deal with our environment.  Many new laws, regulations, statutes, bills,  and administrative rules are being introduced and passed, and the LRA helps to analyze these new laws. Older adults who have much life and work experience are finding themselves unemployed and need to be retrained. There are a number of new jobs in this new area of "green technology". 

Criteria B.   Need (20 points)

5.    Identify the problem the program will address (provide documentation) - The program will address the increasing need to develop cohesive and effective legislation related to our environment and "green technology". 

6.    Enrollment projections - Currently the Paralegal Program is one of the fastest growing disciplines on campus due to meeting the needs of students by providing online classes. Law classes lend themselves very well to online delivery. This entire LRA Certificate of Achievement (COA) will be provided in an online format. The student will be able to complete all 6 classes within two semesters, and will be able to then jump into the workforce to obtain meaningful employment in the area of our environment. This program will allow older students who are recently unemployed to enter the workforce. Also there are positive "green impact" by having students do the class online with saving of gas, energy, travel, lights and electricity of the classroom.

7.    Similar programs at other colleges in service area - there are no such current programs at Mission College, or even at other LACCD colleges. There is growing "Green Curriculum" at LATTC and other colleges in the District, but no "green classes" in the law.

8.    Labor Market Information & Analysis (CTE only; include attachment) - see attached Labor Market Information on the Environmental "Green Technology" Industy and Services

Criteria C.  Curriculum Standards (20 points)

9.    Course development - Law 10, 17 and 34 are current classes in our Law/Paralegal Program and  will be upated and contextualized to include assignments and readings on environmental issues. Of the reamining four other classes, Administratrive & Statutory Law and Alternative Dispute Resolution will be developed under the Patient Rights Advocate set of classes, and need only to be contextualized to environmental law. Environmental Law is the remaining one new class that needs to written, along with along with a syllabus, course outline of record, assigments, case studies, reading assignments, textxbooks which are relevant to the course subject and topic. Since all of these classes are law classes, a lawyer who specializes in these areas of law will be paid a stipend to develop the course outline of record. A web spcialist (student worker) will upload all of the materials online to the moodle course management system to make it available in an online format to the LRA student.

10.  Indicate whether Credit or No Credit - see above for names of classes. They are all credit classes - 3 units each.

11.  Development green curriculum - there is green curriculum integrated into the LRA COA. This class deals direclty with issues of the environment and therefore is part of a growing "green curriculum".  Also because all of the classes will be deliverred entirely online, it will save driving time, costs, fuel, energy, and classroom space which has a favorable "green impact" on our community. 

Criteria D.  Resources (20 points)

12. Facilities and equipment - none required, all classes online

13.  Faculty qualifications and availability - some of our current online law faculty may be used to develop these classes. Also we will obtain lawyers with expertise in their field of law to develop the classes, and they can be trained to deliver the class online. Lawyers all have J.D. degrees and meet the minimum quals to teach law classes. Many lawyers are interested i the area of Environment and legislative analysis, and it should be relatively easy to find capable attorneys to both develop and teach these classes online.

14.  Professional expertise needed - legal experts, i.e. trained attorneys in the area of expertise will develop and teach the law classes.

PROJECT WORK PLAN AND TIMETABLE: In detail show the work plan including activities, responsible individuals, and completion dates, as well as the expected date that the courses(s) or program be implemented. Legislative Research Analyst - Law 10,17, and 34 will be contextualized and updated in Spring 2009 to include emphasis on Environmental Law issue. The three new classes Environmental Law , Alternative Dispute Resolution and Administrative & Statutory Law will be developed in Spring 2009, along with a course outline of record submitted to the Curriculum Committee, and a syllabus along with contextualized assignments and readings created for the three new classes. Two of the classes the Administrative &Statutory Law Class and the Alternative Dispute Resolution classes will also be developed for the Patient Rights Advocate Certificate of Achievement, and only need to be contextualized for this certificae.

To Summarize, the Legislative Research Analyst classes will be developed in Spring 2009, and then offered in Fall 2009 as a Certificate of Achievement.
